Based on the donations earmarked for the projects of Battle Area Clearance (BAC) / Cluster Munitions Clearance (CMC) for Kosovo, donated by United States of America through ITF Enhancing Human Security (ITF), ITF would like to announce the following:

5. Eligibility and rules of origin
Participation is open on equal terms for demining organizations/companies,which possess the accreditation for demining/humanitarian cluster munitions clearance/battle area clearance operations in region/territory of Kosovo issued by responsible Mine Action Center for Kosovo (accreditation to be included in the offer).
The company/NGO tendering shall have completed as main contractor or have been involved as a subcontractor on project(s)of at least double the amount/nature/complexity comparable to the tendered works over the last 2 years (proven experience to be included in offer) in the region of South East Europe. All its key personnel shall have at least 2 years of adequate experience and written proven qualifications relevant to works of a similar nature to the project(s) for which they tender (CVs and listed experience of all the staff involved in the project to be included in offer).
6. Number of tenders
The Tenderer may participate with only one Tender for the same Contract. Submission or participation by Tenderer with more than one Tender (either as a prime and a sub-contractor) for a Contract will result in the disqualification of Tenderer as a prime contractor for that Contract in which the party is involved.
7. Tender validity and tender guarantee
Tenders shall be valid for period of minimum 60 (sixty) days after the deadline for submission of Tender and must be accompanied by a Tender guarantee (values of the Tender guarantees are shown in the above table) for each contract. The Tender guarantee for each contract shall be valid for a period up to and including minimum 60 (sixty) days after the deadline for submission of Tender. This guarantee will be released to unsuccessful Tenderer(s) once the tender procedure has been completed and to the successful Tenderer(s) upon signature of the contract by all parties.
8. Performance guarantees
The successful Tenderer will be asked to provide a performance guarantee of 10 % of the amount of the contract at the signing of the contract. Performance guarantee shall be valid for a minimum of 180 (one hundred eighty) days after signing of the contract (or until the end of execution of operations on the project). If the selected Tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the Tenderer, which has submitted the second best admissible Tender.
9. Information meeting and/or site visit
Visits to locations with potential Tenderers will be organized by MAC Kosovo. The Plan of the site visit will be determined with MAC Kosovo.
10. How to obtain the projects
The cost of the Tender documentation (Short list of documents to be delivered by ITF) in the amount of 100,00 EUR is to be paid to the ITF Headquarter office in Ljubljana, Slovenia or in the amount of 200,00 KM to the ITF Implementation Office in Sarajevo, Bosnia and Herzegovina.
Payment details will be delivered to potential Tenderers upon their request.
Upon receipt of evidence on effected payment of the cost for Tender documentation (Short list of documents) to the ITF, the Tenderer will be provided with Tender documentation (Short list of documents) via mail.
Interested eligible Tenderer(s) may also acquire the projects at the MAC  Kosovo (see the contact information below) from 15 October 2012 from 12:00 hours, and in following days, based on which the organization/company shall prepare the offer(s), including - execution plan, staff employed on the project, budget - 1 original and 3 copies (offers should include also all above required documents).

11. Deadline for submission of tenders
The sealed Tenders shall be delivered by registered mail or in person, to:
ITF Enhancing Human Security, Zabrv 12, 1292 Ig, Slovenia by 26 October 2012, 12:00 (local time).
Each offer should be closed and sealed, made in 1 original and 3 copies, with separate sealed envelopes enclosing budget specification for each project task. Each offer should be marked with tender number and notification ‘Do not open before tender evaluation session!’. Any tender offer received after this deadline will not be considered.
